Singapore's health system places (great) emphasis on personal responsibility and economic incentives.

"(And) what is most impressive about Singapore’s health care system is that the country spends about one-fifth as much per person on health care compared to the U.S., yet has better health outcomes."

Personal responsibility? Economic incentives?  Do those terms still have a place in today's America?
